Senior Leadership rarely takes accountability for actions and decisions. In HR, leaders blame failures on lower level employees. They hold the business to a higher set of standards and a lower set for themselves. Additionally, there are some very bad people managers in HR that are kept around because HR protects HR. It's very disheartening.
