PRIMARY PURPOSE
Manages and supports the development, implementation, and continuous improvement of BCRTC’s asset integration and capital projects delivery department Utilizes sound management methodologies, standards, guidelines and provides centralized integration management services, advice, and support to ensure the consistency, optimization, and quality of full lifecycle project management, including project development, through implementation and integration to existing rail transit infrastructure.
KEY ACCOUNTABILITIES
Provides leadership of full life cycle project management services at BCRTC. Primarily focused on project planning, delivery support, and integration management services including reporting, scheduling, risk management, quality assurance, business case analysis and development, estimating, to the division.
Leads project planning, implementation and integration of assets from capital projects into existing transit infrastructure. Provides centralized training and coaching to Program Managers, Assets Integration Leads, and Project Monitors within the department.
Leads long term Capital Project Planning, and associated strategic planning initiatives, responsible for development and management of BCRTC’s annual capital plan
Manages internal relationships within BCRTC and TransLink to facilitate the implementation of capital projects and to facilitate the resolution of broadly impacting and sensitive issues and concerns, such as infrastructure decisions with significant and long-term impacts on operational procedures.
Provides strategic direction on capital project planning on scheduling and resource management, cost management, quality management and risk management through the production of status reports/dashboards.
Provides senior leadership in preparation of contracts, Requests for Proposals (RFP) and tender documents for projects, including terms and conditions, scope of work definition, technical requirements, project specific requirements and project schedule constraints. Presents and reports the program progress, risks, financials, expectations, timelines, budgets, interdependencies, milestones and key program metrics to the executive team. Provides suggestions and recommendations to the executive team on risk management strategy and program delivery solutions.
Contributes as a key member of the Capital and Major Business Projects leadership team in identifying and taking action on risks and opportunities associated with the corporate asset management and alerting senior management to critical issues. Foresees strategic issues and mitigates in advance. Develops reports and presentations for senior management on a periodic and ad hoc basis. Keeps the Director apprised of the status of the program, collaborates with the Director on resolution of critical issues as they emerge.
Presents and reports regularly to the divisional leadership team on overall capital program and asset integration progress including cost, quality, and resources. Provides advice to the senior leadership team on opportunities to improve the efficiency, consistency, and successful integration of assets.
Develops and maintains policies, standards and procedures for project delivery and interfaces with BCRTC key internal stakeholder groups, maintains trusted and respectful relationships and provides highly responsive interaction with internal and external stakeholders for all reporting areas.
Manages relationships and liaises with the province, stakeholders and industry to share information, anticipate business needs, manage expectations, resolve controversial issues, proactively address concerns, and minimize risk in the delivery of all transit capital projects.
Leads research on emerging trends and leverages best practices in project management and asset integration. Continuously identifies opportunities to streamline and enhance consistent and sustained integration management disciplines within the division and throughout the enterprise.
Manages internal relationships across the enterprise to facilitate the implementation of projects and to facilitate the resolution of broadly impacting and sensitive issues and concerns, such as decisions with significant and long-term impacts on operational procedures.
Provides senior expert advice and recommendations on project management standards, governance and
procedures to continuously improve project management practices. Leads a group of program managers and project managers.
Manages reporting staff, including selection, development, coaching, managing performance, assign/reviewing work, and all other people management practices.
EDUCATION & EXPERIENCE:
Completion of University degree in Engineering, or related field, certification as a P.Eng is an asset. Requires eight (8) years of progressive project/program management experience with extensive and proven track record on capital infrastructure and engineering project design and delivery, with preference given to those with rail and/or transit experience. Project Management Certification would be an asset.

Solid technical skills in business and project management computer applications and databases.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
37.5 hours per week.

This position works predominately on-site.
The salary for this position ranges from $120,560 - $180,840 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
