CV review, then phone dialog, then first, then final meeting.
You never meet with top management. Project manager takes directly in accordance with his needs. So if you don't suit you have no chances.
There were several positions taken after I was hired. And project manager always had a discussion with subordinates about a candidate - if it fits to the environment. Very mature approach when in small team.
