Tech is way behind the times, upper management has a very dated idea of what work should be like. In my 1 and half years there they reorg'd the team 5 times (not an exaggeration). Lot of the code base was started by contractors and it shows. People would rather focus on new features implemented poorly rather than dedicating time to ensure you aren't writing bad software.
