People are usually not help accountable for poor performance. Early phase operates NIBR (at least while I was working there) late phase is under GDD, both operate as separate operating companies, and act as if they are rivals/ competitors, and this hurts employees because it makes it difficult for them to transition from either NIBR or GDD to the other. Sometimes management would not let you look for a position in other groups.
