Decent company to start your career

The incentive for the employees is paid for the performance of the employee at the end of the year. But if the employee leaves 15 days before Dec 31st, the company hr refuses to pay them . This is absurd and this is not communicated earlier as well when the paper is put down. After the employee works day in and day out and leaves the company as he/she finds better match and also better value of their qualification, the HR doesnt talk to the employee at all during exit trying to find the reason and cuts corners like this.
