People are spread much too thin, and aren't compensated - or even recognized- for taking on additional work load when people continue to leave the company. The very simplist of tasks takes an inordinate amount of time with layers of complexity and working across departments was met with continued road blocks. The dysfunctional culture is evident everywhere. Employers, like people, will show you who they are with their behavior. Believe them.
