Management already knows who they want to get ahead. It is very hard to break out of a role because the favorites are already slotted for the position you want to move to... best advice is to get 5 years of experience, and don’t be afraid to move on if you get that feeling you aren’t going anywhere. It isn’t you, it is them. Even in-role promotions require consensus decision making, you probably didn’t think that getting promoted would be that hard, but one day you realize it isn’t going to happen.
