Poor management as so many layers of layers of business, local , regional and global management. Need to get all layers approval to bid works and as a results too late.
Ch2 avoiding to do design work in engineering and it will lead to dead end of the business.

I66 Management is ridiculous. A PM who has absolutely no idea - he's not even an engineer - and a business manager who has been continuously described by the client as incompetent and useless.
It weighs heavy on me to hear the client saying " is this really ch2m?"
