They try to have a strong internal market so employees can find existing jobs within the company. They hire a lot of folks and keep them on the bench for a short time to say they have staff availability.
Cons
Onsite management are under pressure based on lack of performance and make a number of irrational and aggressive promises. Then are surprised when overcommitting doesn't work out.
