They put a job posting up, but already know who they want for the job. Will give jobs to people who haven't submitted interest form. Will ask that person to submit interest form after the fact.
I received a phone interview and i got asked about my work experience relevant to my position and discussed the expectations from the job. There was also an in person interview after the phone one was accepted
