I had contact with an executive recruiter who vetted and funneled me to various stores for interviews with store managers. Each interview was different at every store - some I interviewed with an HR manager, others with an Assistant Store Manager - but all of them with the Store Manager. Although the recruiter seemed to carry a lot of influence in terms of vetting and advocating or candidates, I believe the store manager ultimately makes the hiring decision.
