I have never met another person working for the company who met all the impossible criteria to earn the sign on bonus. It's just not happening. You're stuck in whatever person you are hired. There is no room for advancement.

Audits are based on reviewer preference and "account specifics" rather than major medical errors, so it's next to impossible to reach the goal if you have more than one account.
