A Librarian I can only promote to a Librarian II which is Head of Children's. and I really don't want to be a Children's Librarian.
They promote supervisors who have a track record of bullying to senior management positions. Management protects each other. Favoritism - they promote their favorites even if they are not the most qualified. Senior management NEVER works with the public. Managers never work at night - those of us who are required to work at night arrive at work the next morning like zombies.
