Low Pay, stringent budgets means nothing gets fixed or no extra staff hours, staff are unhappy, members are unhappy, the only peoples whose pay cheques reflect the stress and work-life balance are those of the general management and above, which means anyone whose actually good at their job leaves, so your left with people who either don't care or are incompetent. Or those in a clique who get promoted due to who they know despite acts of gross misconduct.
