HR department is understaffed (4 HR people for a company of 1200+), leaving too much recruiting work on the local managers. Existing S.O.P.'s are a joke, lacking any real substance. Individual sites are then left to "figure it all out as you go" instead of truly mastering a strategy and properly training new teams to reproduce that successful model.
