IT Lacks Strategy. CIO Doesn't Understand Technology - Senior Advisor Southern California Edison Employee Review

No professional development. Almost all IT work is outsourced to lowest-bid, offshore TCS or Infosys with incredibly low quality. As an employee and a ratepayer, I'm very concerned about the huge technical debt that's accruing and the huge amount of money being spent on software without any value, then hiring same consulting companies that built the shoddy systems to fix them.
