Cons

Huge turn over of supervision, very low pay for ticketed insulators and painters in comparison to other companies. If you are going to pay different rates from the beginning of the job, and later on give raises to the un ticketed trade force to match the ticketed rate. You should probably do the same for the ticketed workforce to recognize their importance on the project.
