People are nice sometimes and its relatively relaxed environment. Program staff keep the ball rolling for what the mission of the company is.

dinosaur technology and dinosaur business processes Managers/executives make policies and procedure changes for which folks who handle the dirty work get blamed for. Higher management style is to hyper-fixate on a specific team/person who's maybe out of line and comb through every microscopic detail of their work with comb and poke them until they're not "out of line"..
