Third Pillar interview questions

I gave interview here and selected in technical round , provided all the documents for verification after 1 week HR sent me an email - we are not moving with you its totally waste of time if you give interview here or apply here ... if you do not select then why are you checking background verification

initial interview with HR, second interview with stakeholders, then further discussions with HR. Unconventional process for a startup to have just 2 levels of interviews. Would appreciate to get a sense of timeline of the whole recruitment process at the onset.
