Department selects the TA from the graduate students. Departmental advisor or professor should recommended you. Need to talk with your professor/ departmental chair. For an international student need to attend the ITA workshop. They will certify the communication skills.

there were no interview, you need to attend a workshop course fro one week, where you will have to go under different kind of assessment including presentation skills, communications skills, and speaking skills.
