As a government agency, they are burdened by a cumbersome process for interviewing people. The interview itself is very intimidating; four people sitting behind a table and you sitting in a seat facing them. With the process they are forced to use, I'm surprised they are able to find candidates that fit their requirements - we were forced to specific questions - very general - with little opportunity to expand on them or talk about their specific needs.
