The management is atrocious across the board, and only gets worse the further up you go. There are a few great managers/supervisors, but they're few and far between. If you're part of a branch that is unionized, your progression is limited based on the current contract. If you're in a branch that isn't, your progression is limited by the whims of those above you - regardless of how well that you perform. In the union branches, management's dumb decisions can be tempered by the union getting involved. In the non-union branches, they can (and will) force you to work overtime even if there is no justification or work available at times. They can (and will) refuse PTO even if its approved months in advance. They can (and will) go on power trips, ruin morale, and run programs into the ground.

It didn't feel like employees were treated with much understanding when dealing with personal challenges outside of work. There wasn't much compassion during difficult situations, and decisions affecting staff often felt cold and impersonal. That made it hard to feel valued as an employee, despite the decent pay and career opportunities.
