It is impossible to make a quality product under these conditions. People with a lot of experience who have already solved such problems could satisfy the CEO, but he is not willing to pay that much money to new people. Here the result is needed "today and cheap", I can perfectly understand the CEO from this side, but in the end it translates into endless pressure on the developers, which leads to their depression, burnout, which leads to low-quality code and firing.
