All opportunities for advancement are based off-of inter-officer politics. It seems here that no one earns a promotion out of merit, but rather than "you've done your time" or that someone has been around the longest. There are far too many cases of people being sucked up the through power vacuum and hold titles for positions they do not know how to successfully carry out.
