Management in my department was based on longevity and ownership, NOT based on whether or not the manager had the skills/experience/qualifications/personality for that type of job. This resulted in many frustrations about unanswered emails for myself/clients, distrust that communications would be carried up to the C suite, and many occasions where HR may have been warranted for unprofessional comments, the reading of personal texts and general lack of care.
