Telework is allowed for only a few people. The agency is micro managed to a stifling degree. All employees need to clock in and out, which has a negative impact on creativity and morale. Most people are simply punching the clock. The agency does not follow OPM guidelines, so employees coming from other federal agencies tend to shocked by the lack of flexibility.
