Depends a lot on the management of each country office.
Cons
Huge workload which never changes, work of HR is focused on constant troubleshooting with no time to focus on strategic issues. Recent 'clustering reform' led to clustering of services in the region which led to poor quality of services and constant mistakes on payroll, etc. No learning and development
