      The engineers, they help each other out even through the crazy decision made by management

      The management. Enough said. Micro management, crazy short project deadline and when everything goes down, management wants someone to blame even though it's always because of the crazy short project deadline. A VERY SMALL business acting like a MNC and wants MNC customers, which also describe the CEO's ego.
