The management embraces nepotism regardless of merit, making it difficult to make effective decisions. Particular members of management bully to receive what they want. In addition, there is a favoring of services directed towards Spanish-speaking families, even though, Elizabeth has a high population of African-American, Haitian, Middle Eastern, and Portuguese families that come for help as well.
