Upper Management's personal relationships cloud their judgement. People are favored and in turn it's very hard to get a promotion based solely on your qualifications. If you're not liked you will not get a promotion. There are never internal postings. If you want another job within Neptune you would need to go to workoplis. So if you're not part of the clique there is no chance to move up.
