As with many large companies, sometimes things can take too long and require too many layers of approval. The hiring function is extremely frustrating for candidates who are forced to wait forever for any response and often are left feeling unvalued even after being chosen for positions. The HR freeze seems to extend to development of current employees, as managers feel handcuffed by HR policies that require so much process for every promotion or hire.
