they have absolutely no idea how to manage people - they are wholly focused on following rules and have no idea how to be pragmatic in their approach to dealing with people. it is genuinely one rule for them and another for the team. and heaven forbid you come up with an idea. it's ok to be told no, but the way they go about it just breaks you down until you eventually give up.
