Annual Reviews are odd - the ranking of a 2 says you are doing what is expected of you and the only ranking higher is a 3, which says you are doing perfect at your job - no in-between. Management pressure asks that very few 3's be given, so accuracy is out the window. I know someone who has been there over 10 years and she is still not getting all 3's - and who would (who is perfect?), but after 10 yrs, you really should have a way of showing that you are better than a 2 - on all questions.
