Workers including Sr. Management and Executive staff were good people that were very professional. They do their best with limited financial resources.

Executive staff needs to have a focused strategy they can back and implement. The company has laid off many key personnel over the years due to a lack of focus and limited resources. Find a core area and drive efforts in that direction. You can't be a one-stop shop. Poor decisions affect personal lively hoods.
