Lacks on all fronts. Namely:
Lacks ample funds to effectively run the company (hence, expect regular & long salary delays)
An unorganised management structure that has virtually no oversight; leaving room for errors and miscommunication regarding project timelines, workflow etc.
Virtually non-existent HR leaving employees (especially new movers to the region) with little to no support as a company employee.
