In order to keep from having to put too much more time into training new hires, supervisors qualify them before they are ready. That leaves the others to pick up the slack of the new hire. The person having to pull double will get angry with the new hire as will everyone else who assumes the new hire is able but not willing to pull count. A non qualified employee can not pull count and will quit if given a white hat too early. Or hurt themselves trying to keep up. Management is not very helpful in this area
