Cons
Most often, decisions are made haphazardly. Things can be fast, but they are too fast most often. Do X. So you try to do X given the limited resources. You operationalize, and that takes time. You execute, and that also takes time.
You run out of time.
Then the question of "what are the results" come out even without enough time.
