The main issue is that IUCN doesn't hire many people who are passionate about environmental conservation - it's not a requirement. Many employees (in particular senior managers) come from unrelated fields and there is a general sense of apathy. The organisation doesn't practice what it preaches - everyone drives to work, staff members are required to travel by air frequently, the cafeteria serves meat every day.
