Pros
Promotion from within is consistent and jobs are routinely available. The applying process is easy to use and there is typically constant communication through HR. Those that perform are rewarded. There are some great managers/leaders and there are some managers that need coaching to become leaders.
Cons
Some managers don't promote the best interest of their employees. Top management should be more involved with their management teams to hold them accountable. Reviews are one-sided and may include inaccurate information that can't be disputed.
