Recent executive changes has led to a significant turnover rate. Employee treatment varies extensively dependent on department head. Adminstrative pay grade not competitive for work load, communication limited, executives don't complete reviews and raises are currently less than cost of living. Gender, age, and racial opportunities per minimal legal needs
