Upper management makes snap decisions on talent and doesn't follow up to see if their favorites are capable, or just really confident and talk a good game. You have the same meeting over and over again. New manager thinks its earth shattering and never checks to see if its been done before or is being done currently. Always in a state of flux and never get to the "norming' part. Two brands at war with each other and upper management doesn't pick the best of both, but goes with the strongest leader's favorites. CEO is great, President meh
