Pros
EPA's mission is amazing. Regional Staff (non mgmt) get vital work done. Staff are dedicated, creative, capable and hardworking. Some upper managers are also capable. Most first-line supervisors are good.
Cons
EPA Region 9 and EPA HQ promotes & tolerates petty and less capable Senior Exec Service (SES) Mgrs . EPA R9 conducts "360 reviews" and then doesn't followup. Reg 9 hires a mix of scientists and non-scientists and then doesn't give non-scientists equal opportunities. R9 top managers work ok w/ Tribes but not w/States/NGOs.
