Old school, conservative mindset. Usually has a draconian, BoC conservative majority and Controller. No HR so there's no venue for anonymous conflict resolution. If you have an issue in the work environment, complaining and resigning might be the same thing. Very little room for advancement. 45hr work week w/o overtime. Pay rates are below market averages.
