Cons
They do not have equal opportunity to grow into higher positions, each unit/department is different, and some can move up quickly depending on the unit and managers. Some on higher pay scales do not meet the job skills for that position - but nothing is done to make staff accountable. Also, their annual evaluations & salary increase are always very late, 6 months to 2 years late.
