Pros
Great relationship with government agencies, therefore wins significant project work. Easy for a young person to rise quickly.
Cons
Difficult for people in offices outside of HQ to stay in the loop. Not much synergy between offices, but there seemed to be great potential for it. Decisions were made sometimes without regard for impact it would have on staff. People get to be known for their strengths, but often other talents go unused. Lot of competition for upper management positions.
