A few bad apples can ruin the whole bunch. The management is hit or miss, they can be great and can lead a team or they have no experience to lead and everything falls apart. Other times upper management just doesn't want to deal with taking the time to find good fits for the company/department and instead would rather another employee pick up that slack and sweep anything under the rug.
