The Recruiting org can be highly chaotic and disorganized. It's not uncommon for recruiters to feel like you're being led by managers who lack the necessary skills and experience to effectively manage the team. Unfortunately, some L5/6 managers are promoted based on their connections rather than their qualifications and achievements, which can lead to poor leadership and judgement. These unnecessary red tapes makes it difficult for recruiters to do their jobs efficiently and effectively. It seems that higher management primarily focused on creating new projects to "enable" recruiters, rather than taking action to address the issues that are hindering their effectiveness. This approach may be seen as disconnected from the realities of the actual recruitment process on the ground and may not be the most effective way to improve outcomes. I have to mention, the company has undergone mass layoffs this year, which seems unfair considering the bulk of the cost comes from the excessive layers of management at the top. If at least three or four of these senior managers were removed, it's doubtful that it would have any significant impact on performance at all though you’ll see cost improvement tremendously.
