Cisco can't get out of its own way. Upper leadership has such wide mandates they have no idea what's going on but try to shove different things together because they think it fits into their view of what Cisco should be. I saw projects that should have happened, get killed when leadership changes, only to have it later brought up as "oh we should do that" and everyone pats themselves on the back for being so smart, but the people that can do the work have left at that point.
