The city seems to attract people who are smart and committed to public service. Most are pretty down to earth and want to do a good job. Leaders are receptive to new ideas and initiatives. Some managers are better than others, but I guess it's like that everywhere.

It's not the most agile environment. Sometimes change takes too long. Human Resources is not terribly supportive of employees, which is kind of surprising since that's why they exist.
